in XP you can press f5/f6 during startup and get some choises to start normal, safe or whatever..... i dont remeber WHEN to push one of those buttons though... i think it is instructed on the start up screen or something

Soon as the computer starts powering up, hit F8. If there is any doubt just hold the key down until it starts beeping at you ok

It should only boot in safe mode if it wasn't shut down properly last time. Shut down your computer (using the Start button on your desktop deskbar, DON'T press the power button on the computer). Then reboot, if it tries to check the hard drive let it finish, it should be in normal mode after that.
