Axl is just too mentally screwed up to get his shit together and release/promote this album.? He is too worried that people will hate him, and he doesn't have the motivation to get off his ass and finish this thing off once and for all.? Whether it's arguing over the GnR name, endlessly tinkering with the songs, replacing musicians, not showing up to concerts, etc...the list goes on...Axl will always come up with a new way to fuck things up and delay the album even more.? Axl could release the album right now if he wanted to...he could've released it any time within the last few years...if he hasn't done it yet, then why should we believe he'll do it in the future...
