Luke was called the last Jedi in Return of the Jedi way back in 1983, so I  assume the title is referring to him. Yeah, not the most exciting title.

Yeah, but the plural is also Jedi. And could also refer to Rey. So yeah, it's ambiguous and could mean anything.
