To be completely honest I think it would have been even bigger. Especially if Axl had been out of the spotlight for the past 20 years. That would have been a story in itself. Just remember the anticipation after 8 years gone in 2001.
On the other hand, I wouldn't have hoped for that scenario as we would have missed out on seeing Axl sing for the past 15 years.

Yes it would have been bigger obviously. It also would've been bigger had Slash, Duff, and Matt not did VR.
Cant lay it all on Axl. Those guys weren't exactly shying away from playing GNR songs either. Same with the rest of the old guys.

I doubt there'd be much difference. To be honest any buzz decline is far more affected by rock music falling out of favour than anything Axl's done in the past 20 yrs

With out a doubt it would be even bigger. Assuming Axl wasnt performing or hadnt performed as much people would be dying to hear him sing G N R again.

I think that Axl's vehement disdain towards Slash and also skipping out on the HOF helped create that image of wow he really doesnt want to reunite. Which in turn helps the buzz when they do reunite.
I think keeping the GnR name "alive" was a good thing. I am hoping this is more than a reunion. I would love to see what Axl, Slash and Richard could come up with moving fwd.

The buzz might well have been bigger; but I'd rather have Chinese Democracy and the amount of excitement there is now over no Chinese Democracy and more buzz.

Well, I think you need look no further than the example with The Police to see that it would still be huge. To me, the important thing is that it will still be tremendous even though he kept the band active, and while he kept the band active, I saw some great shows and got an album I love.

Axl doing things under the Gn'R name since 1999ish "Oh My God" has kept the general public interested and in tune with what is going on. The sparse touring and all that up to 2003 kept things interesting also.
I think the buzz would of been bigger, but not by that much. By Axl doing stuff with Gn'R the last 15 years or so it has kept a younger generation more informed about the name and himself (Axl Rose).
If he hadn't done anything, Slash leaves in 96 and it just fades away and nothing happens but Live Era album.... then a lot of people that were born in the early to mid 90s wouldn't know or be aware of Gn'R.
So in short, yes the buzz would be bigger, but not by as much as you'd think.
