If someone would have asked me this question 10 years ago (even though I am a much bigger GNR fan), I would have still claimed Led Zeppelin. In my mind, they were the architects of modern hard rock, the archetype that was on another plane than any other band. But now, with more time passed, Gnr have proven to stand the test of time. Their legacy continues to grow, not diminish. They are still are very influential cultural force and their iconic stature grows with time. GNP simply have the better rock music overall-- Zep was more groundbreaking and influential-- but Gnr evolved the genre and grew it into its perfection. They polished up all the cliches of the great bands before them and mastered hard rock n roll. They are the "capstone" of the hard rock genre. Nobody did it better. They had the right look, attitude, cultural impact, and sound. They could back up their perfect bad ass image with the perfect bad ass music. No band had ever done that before, e.g. Sex Pistols had a bad ass image but their music sucked. Aerosmith had a "good rock look," but their music was only great, not epic and earth shattering. Motley Crue had a solid sound, but the wrong "look," too girly girl and mascara and spandex.
GNP are the quintessential and definitive rock band. They had the cultural dominance, relevance, and ubiquity of Elvis, Beatles, Michaal Jackson, and Eminem, yet they remained a sleazy, bluesy, gritty rock band that could write classic hard rock riffs and the most beautiful ballads. In the final analysis, they are the best. Their only "weak spot" is that they weren't "prolific" in their output. But, they dominate any other category- look, quality, cultural impact, etc.
