Theres one called. welcome to the videos and another called Gold.. they both have all guns music videos clips for the singles.

To the original question:
I suppose there's little market for a release consisting of just music videos these days. Concerts I can understand, with home theater systems it can be an experience to watch. With music videos, I think the need is covered by the likes of youtube. People aren't popping in DVDs or Blu-rays to sit watch some music videos.
To sum up: it won't sell well.

I have had Welcome to the Videos on VHS since it originally came out and replaced it with the DVD awhile back, and I have to say, I have only watched it once or twice! It is not really something I would ever do, sticking on a bunch of music promos.

Yes, look at Michael Jackson's music video collection - "Number Ones", the collection of the most popular music videos of all time.
There's not a Blu-ray release for that one either.

In order to make use of the format, I think those old clips and films would need to be worked on. That's an investment that's up to the record company.
If you're gonna put them out on Blu-ray in DVD/VHS quality, it kinda loses its point.

The record label is Geffen Records - which is part of the merged Interscope-Geffen-A&M label and owned by Universal Music Group.
Then you have Black Frog Music, which is owned by Axl. There's not much information about this company, but I am quite certain it's under the Universal Publishing umbrella.
They did have publishing with Sanctuary, but that's like 10 years ago.
I am sure the label owns the videos. Axl, Slash and Duff get paid royalties for them, but I don't think they have any final say in what to do with them.

But didnt GN'R pay for the big videos (DC, NR, Estranged) themselves?? i recall they've said so, so it could be in the GN'R vault collecting dust? yes/no? on the other hand WTTV was released on DVD in 2003 i think.....and it didnt look like Axl had any say in that back then.

Who's gonna pay for that work?
If you want Blu-ray quality, it'll cost more than just putting them out. Who knows what quality the music videos were filmed in to begin with. They might need restoration work to look good on Blu-ray.
That's what they do with movies.
Nobody wants to buy a Blu-ray that looks as good as a VHS tape.

To be honest, I don't know who actually paid for the videos.
Seems like a complicated situation, since the label owns the songs in the videos. Someone with knowledge of the mechanics involved should answer it.
But... it's
not
in the GN'R vault collecting dust. The videos are alive and well on the internet, gathering millions of views.
