That is definitely giving the benefit of doubt... which is fine...
But in the past it was strongly insinuated that Bucket and Robins "untimely" departures were seen as big obstacles in touring and releasing songs, videos etc.
Maybe I read that wrong at those times, but it sure did feel that way.

That?s not the issue here. We don?t have any oficial announcement about a new album this year. I don?t understand why people are so sure we?re going to have it.
And it?s silly to blame it on someone?s departure or somenone?s new arrival because we?ve never been told by Axl that we will have an album in 2015.

Well, we are obviously speculating. But only doing so based on what we've been told. Its not like we're just making shit up.
If you spend an entire year

, only to not do it and just go back on tour to play another round of "Democratic Appetite For Chinese Destruction"...well, you looked at it and decided not to do it.
I think a lot of us are hoping that's not how it goes. And if we are operating under the premise this is a viable operation and a serious band, a release is what would happen.

The release date of the next GNR album has not been announced, so how can you think that it is delayed?

What is being said is that is not only outside the realm of possibility, but actually very likely, that the next time they are asked where things stand, the answer will be that everything got cocked up when Ron left.
