That's my speculation. They won't say he's in the band right now, because right now, he ain't.

Judging by interviews, something has happened. But apparently it didn't involve him.
Now the idea that the band should all be in a room together to write isn't how GN'R has operated in decades.

I think there's a difference between "we haven't worked all together in the same room at the same time" and what actually has happened.
One person seems to prefer that way while others work in other ways.

Yes, nothing much is happening anyway so who cares whether he is in or not. It is currently a rather moot point.
The band are on 'hiatus'! 'Hiatuses' by the way are what GN'R releases instead of studio albums.

Yes, to point out that it's not how GN'R work. Ron seems to prefer that way of working and has pointed out that it hasn't happened since he joined.
In reality, it probably hasn't happened since before Appetite was released...
