It's an affectionate way of telling the audience to be safe and avoid trouble. The po-po is slang for the police force in the United States. And usually means they are regarded as slightly untrustworthy.

If you really want to know who started the slang word "po-po", it started from N.W.A with Ice Cube and Eazy mutha f'ing E on there first record N*ggars with Attitude. And we all know Axl and his love for gangsta rap and especially N.W.A., he used to wear that hat all the time on stage. I think I even heard a bootleg of him raping and covering boys n tha hood from them. But that is where it came from, it started in Southern Cali on the streets and went onto there. NWA just made big, Axl uses it as a way to tell people be safe and don't be stupid and get pulled over for a DUI or anything like that. He knows people come to the show and drink and have a good time and just wants everybody to get home safe and not end up in jail. Can't fault him for that!

Er, no it's not. And I'm pretty sure, based on what I do for a living, that if it was still used regularly, I'd hear it. 5-0 is still used. I will give you that.
