It says it's from 1997 on the description.

Perhaps there was an album on the horizon back then and things were rolling, so merch was being prepared?

Yeah it didn't mean anything as far as a new album or something going on with the band. New merchandise was always being sold by places like rockabillia,concert express,and all those other mail order catalogs. It's kind of like how they sold new Misfits shirts during a time period when there was no Misfits.

yes that is a shirt from the "dark ages" of Guns N Roses history.  The fans who bitch about things now NEVER would have been able to hang back then.  I own that shirt, as well as a grey one with a different design.  Those were those are 2 of 3 new Guns N Roses shirts that were put out in the mid to late 90's.  Back then you couldn't just walk into any rock store and buy one like you can today.  Finding them online was hard to do back then too.
