Axl's twitter is a fun take on the arrest of Snoop in Sweden. The wording is with a Swedish accent, Muppet Show style, and he's most likely doing it because he was once himself arrested in Sweden.

This was in 2006, the night after their gig in Stockholm in the famous Globen (globe shaped hockey arena), and a night of partying. Back at the hotel, he and Beta had a verbal scuffle with two security guys early in the morning. One ended up pulling Axl's hair and Axl ended up biting him. They both hit the ground (according to the police report). Police were called instantly, Axl put in the tank, drug tested and held for ransom... Guns had a gig two days after. A huge gig, as it was the Roskilde Festival (not just a show they could re-schedule). Anyway, he made it out and Guns rocked Roskilde with a lotta references from Axl about  "rentacops". But he was also hard on himself for getting in unneeded trouble.

PS A few days ago Snoop played Tivoli Gardens here in Copenhagen and the verdict was that a karaoke would have been preferred. It was allegedly really bad. Other than that, I just read he was arrested in Sweden shortly after. Myabe it was the Music Police

I don't think he's imitating a Swedish accent, but rather trying to sound like the imperfect pronunciation from a small child - say, 1 to 3 years old - thus making a point of the childlike behaviour of the Swedish police (i.e. in Axl's view).

Imitating Elmer Fudds way of speaking. Whatever that means if one should interpret it further.
