No, the Do Not Disturb sign only applies to other hotel guest.  It does not apply to hotel staff. 

The ringing phone is not your wake up call, that is never who it is.

Ignore them and they think you're gone or dead and they come in any way.  There's schedules to be maintained and if you want to sleep in take a chair by the pool.
