I don't see why GNR would not play in VMA.
And the Indian rumroed concerts management said they can't say anything till September 15th.

suppose it would be the GNR official anouncement.
Because they can't do VMA just rehearsing for 5 or 6 days. VMA 2002 they have done a couple shows before and it was a medley of songs they were playing @ those Shows.
1) I would highly doubt a VMA appearance. I'm actually surprised it's taken THIS long to get these annual rumors going, but I just don't see it happening. And I'm not sure I'd want it to happen either. Don't get me wrong, I think it'd be cool as hell to see them perform on national TV. But the VMA's have gotten so extremely lame over the years. Could they really squeeze them in between Lady Gaga and The Jonas Brothers? I'd rather them go on Jimmy Fallon or Kimmel.
2) I thought I read that Nov. 7th rumor was shot down over on mygnr earlier today.

I think that a 11th December is a very possible date. But an october or november date it's very strange. They have to rehearse everything again, so 2 months it's very short period to do that.

I want to be optimistic, and after being at GNR forums for a long time I have learned that, even though GNR's management is not as communicative as we would like, they use to clarify these rumoured tour dates if they are not true. These asian dates have been floating around for a long time and nobody from the camp said they're fake.
I will be still holding my breath until I see an official confirmation, but I have to admit I'm very excited (I have spent 30 minutes today at the office googling for airplane tickets prices from Argentina to taiwan and I'm going TOMORROW to renew my passport... just in case
)

from what i read from the news,
it indeed says they'll be touring Japan and Korea this time...
and promoters in Taiwan tends to invite bands touring nearby Asia to save money,
so i'll say it's highly possible.
