Hard one. Usually, the lyrics make a song for me. And the lyrics in Better are just better than in TWAT. At least for me, cause I can relate to them. But in this case: The drumming, the guitars in TWAT are so damn perfect. For me it's among the best guitar solos of all time. For this and Axl's sad voice, TWAT is better...

It's not like they're actually being voted off the album.  Prolly the best way to vote most to least popular among the tracks.  Plus it's a better subject to talk about than "which songs make you cry"...  I do agree though that I'd not give any of the songs back!  There's a couple I skip over regularly, but even those I like to listen to now and then.
