Would it make any sense to release it before the first of the year at this point? Maybe I'm wrong but it may lose some impact if released between Christmas and New Years, when most people's attention is somewhere other than pop culture.

I can't even imagine what a 'Better' music video will even look like. The last GN'R video that was officially released (I think) was the WTTJ Live Era video... which I thought kicked ass. Before that was 'Since I Don't Have You'. Point being, I wonder what kind of direction the video will take... will it be live footage?? Or a video more along the lines of the "Trilogy?"

Yes, conventionally Bands go to radio stations to get their music heard or phone in...  Axl does things his way.  I think it is bad ass.  Let the music speak for itself.  If "Better" is as great as we all think it is then it will catch on.  Or maybe musical taste have changed and people rather listen to weak sugared down crap they now call music.  Everyone that I know who has heard "Better" loves it.  I love it.  Their loss.
