Another update from Norm Eisen, special counsel to the president for ethics and government reform, in the spirit of transparency as always:
I am writing with an update on the President?s March 20, 2009 Memorandum on Ensuring Responsible Spending of Recovery Act Funds. Section 3 of the Memorandum required all oral communications between federally registered lobbyists and government officials concerning Recovery Act policy to be disclosed on the Internet; barred registered lobbyists from having oral communications with government officials about specific Recovery Act projects or applications and instead required those communications to be in writing; and also required those written communications to be posted on the Internet. That Memorandum instructed the Office of Management and Budget (OMB) to review the initial 60 days of implementation of the stimulus lobbying restrictions, to evaluate the data, and to recommend modifications.
Following OMB?s review, the Administration has decided to make a number of changes to the rules that we think make them even tougher on special interests and more focused on merits-based decision making.
First, we will expand the restriction on oral communications to cover all persons, not just federally registered lobbyists. For the first time, we will reach contacts not only by registered lobbyists but also by unregistered ones, as well as anyone else exerting influence on the process. We concluded this was necessary under the unique circumstances of the stimulus program.
Second, we will focus the restriction on oral communications to target the scenario where concerns about merit-based decision-making are greatest ?after competitive grant applications are submitted and before awards are made. Once such applications are on file, the competition should be strictly on the merits. To that end, comments (unless initiated by an agency official) must be in writing and will be posted on the Internet for every American to see.
Third, we will continue to require immediate internet disclosure of all other communications with registered lobbyists. If registered lobbyists have conversations or meetings before an application is filed, a form must be completed and posted to each agency?s website documenting the contact.
OMB will be consulting with agencies, outside experts and others about these principles and will publish detailed guidance, but we wanted to update interested parties on the outcome of the initial review. We consulted very broadly both within and outside of government (including as reflected in previous posts on the White House blog) and we are grateful to all those who participated in the process.

If the government in any way restricts oral communication be with lobbying or anything else, that is a violation of the First Amendment. Telling someone how they can communicate is not what I would called freedom of speech.

How many women's lives did that Dr. save Bodhi? I sure the fuck hope you are never in a position where your wife and/or girlfriend could die as a result of carrying a dangerous pregnancy. btw, where did you get the 60,000 number? Just curious.
...and like I said earlier. Go adopt some babies Bodhi. I hear the black and hispanic babies aren't as popular, perhaps you could adopt a couple of them. Just an idea.

I'd be willing to bet my left testicle the overwhelming majority of them are done for the right reasons. Conditions in which the kid is going to suffer and die at an early age, severely profound deformities like anoncephaly...would you prefer they allow these women to give birth to babies who don't have skulls covering their brains? When you are talking about people who don't have access to pre-natal care it fucks everything up...but we can't just PAY for these poor people can we? That's socialism! So, this shit can be picked up early so late-term abortions don't have to occur...but this isn't a perfect world...so it isn't picked up.
From what I've read, about 1,000 of these procedures take place in a year. I heard it's less than one half of onehalf % of all abortions. Yes, it's sad so many abortions have to take place, and it's primarily irresponsibility (but not always - rape, incest, etc.) that causes it. Why give the irresponsible more babies? Don't you think irresponsible people make for less than ideal parents???
I'll stick with my earlier proclamation which you ducked. Go adopt some black or hispanic babies if you're so gung-ho about the pro-life movement. That usually shuts me up good.

That's 5.5 a day, IF he works 7 days a week, 52 weeks a year.
If he takes weekends off, but no other vacation and works every holiday for those 30 years, it's still almost 8 per day.
I don't buy that "60,000" number for a minute.

Jim Bob, a lot of democrats are pro life as well. These were not all "medical" situations just like they were not all "murders". Also if the mother was going to die, what is wrong with a C section then put the baby in an incubator if possible? Cause its sounds like the intent is death from the get go. Many people believe the baby has a right to live more than the mother has the right to end the baby's life.

Perhaps he's both Muslim and a left-winger, but almost by definition, if the source of his crime was a desire for the sort of religious domination or oppression that other terror groups advocate, then he isn't a "leftist terrorist".
