I remember Axl talking about this being the cover back in 2002 at Leeds I believe, but is it real?  I remember reading somewhere, that he saw this, took a picture, and decided it should be the album cover.  Is it something that was set up, or was it actually real?

I don't think it was Axl that took the picture, and I'm pretty sure he showed and talked about it at China and not Leeds.

It definitely wasn't in Leeds.

Axl showed the photo to the crowd in China but I don't believe there is any footage of that concert that wasn't taken by the band and then locked away just to tease and tempt fans

"August 14th, 2002 - Hong Kong, China @ Hall 3, HKCEC

Notes: First show of the Chinese Democracy World Tour...
Before GN'R played Chinese Democracy, Axl told a little anecdote why the new album is called "Chinese Democracy". He said it was because he saw a photo taken in Hong Kong, which he's using as the new album cover. Then he showed it on the video screens. It was a black and white picture of a bicycle with a basket, and in the wall behind it, someone had grafittied "guns n roses". "
