Openign with jungle, than playing a steady stream of democracy songs, followed by a mix of AFD and UYI is probably the best way to handle their lineup changes
Robin being in or out shouldn't make that big a difference as far as how they decide the setlist. If he's in, great, nothing line-up wise changes. If he's out then I'm sure whomever they get to replace him will do a more-than-adequate job with both the old and new material. As far as how/if Brain and Frank will be alternating the drumming duties, whichever one is onstage at any given show still doesn't constitute it as a "line-up change" so I don't see any problem with that neither.
IMO, the setlist (including encore) should start and end with something from CD and include ALL the songs off the album mixed with some of the AFD and UYI songs ... but each 'segment' should start and end with a CD song.

I would like to see Paradise end the first run and either Nightrain or Rocket end the show.

Well everybody's picks so far are very interesting. Here's my Wish Setlist for a New GN'R live show....Well this is really a list of songs that I believe that would make sence to play to the general population and also because most of these songs that I picked are very well known to most people (most were either singles, videos, played in movies or played on radio a ton of times)....I'd say at lease 95% of people would recognize all or almost all of these songs. If I were to pick a setlist for GN'R to play just for me I know that I'd pick a few songs that are not so common, but I think this Setlist that I made up is one that would make for an Awesome show for any type of GN'R fan, casual or die-hard. Anyway here's what I think would make for a great live show now adays from the Gunners.
Chinese Democracy
Shackler's Revenge
Mr. Brownstone
It's So Easy
Live & Let Die
If The World
Street Of Dreams
Welcome To The Jungle
You Could Be Mine
Sweet Child O' Mine
Rocket Queen
Better
Don't Cry
November Rain
Patience
Use To Love Her
Nightrain
Knockin' On Heaven's Door
Encore #1
Yesterdays
I.R.S.
Encore #2
Madagascar
Paradise City

They should take the best songs from A.T.D; Lies; Use ILL I & II and C.D. Put each song in a huge hat and have each band member pick a song out until there are none left. As each member picks out the song that is the one they play. This way each concert will have all the best songs but played in a different order for each concert. (They can do this while they are backstage before the show.) I know this sounds radical but G&R are a radical band.

Would you guys prefer a setlist for the upcoming tour that is dominated by Chinese Democracy, meaning playing the album in its entirety or practically in entirety, or would you prefer a setlist more similar to what we have been used to in recent years, with a few more CD songs mixed in here and there? I'm ok with both, but would love to see Chinese Democracy being played live in its entirety. That idea really excites me, as I'm dying to hear every song live.

Both, like the majority of the bands...
A classic band need to mix the set between classic tunes n' new ones (just as many of the bands with more than 20 years)
And also, with a new album in the street the set needs to be dominate (more than usual) by the last album...

I agree to a certain extent, though I feel that the emphasis should be on the present rather than the ugly past of this band. I think Axl would prefer it that way too.
Anyway, I don't know about you guys, but looking at these setlists that people in this thread set up, doesn't it feel fucking amazing to see new, released material next to the classic GN'R catalogue?
The first thought that strikes me when seeing them is that they truly belong up there and do the old material justice!
Here's to a bright, new chapter in GN'R's history! We're finally here!

1) Welcome to the Jungle
2) Shackler's Revenge
3) It's So Easy
4) Riad N' The Bedouins
5) You Could Be Mine - with a crazy drum fill in the beginning - not a full blown solo i.e. sorum, but just a mini 1-2 min fill.
6) Better
Ashba Solo Spot
7) Sweet Child O' Mine
8] If The World - with band jam intro
9) Mr. Brownstone
10) Rocket Queen / Knockin' On Heaven's Door - rotation
11) There Was A Time / Madagascar - rotation
Dizzy & Pitman Keyboard Jam / Synth solo spot - with a moving the piano jam intro
12) Street of Dreams / Catcher in the Rye - rotation
13) This I Love
Band Introduction & Axl Piano Solo / The Asshole Song
14) November Rain
Fortus Solo Spot
15) Prostitute - moving back the piano occurs during the end instrumental of the song so no need 4 a jam
16) My Michelle / Live N Let Die / I.R.S. - rotation
17) Sorry
18) Don't Cry
19) Patience
20) Scraped / Down On The Farm / Out Ta Get Me - rotation
BBF's solo spot
21) Nightrain
Encore:
22) Chinese Democracy
23) Paradise City
that would be my dream show!
i think it's pretty realistic to what they would do; it flows & makes sense... breaks 2 catch breathers, rotations so it doesnt get stale 4 the band, etc.
all we can do is wait and see

The new tour would have to start with Chinese Democracy. Ain't no other way....
Ideally, they should mix it up a bit. My ideal setlist would have 8 songs from Democracy, 4 from AFD, 5 from the illusions, 1 from Lies, and a cover (Sailing gets my vote)
Chinese Democracy
Shackler's
It's so Easy
Live and Let Die
Better
TWAT
YCBM
Civil War

Welcome to the Jungle
Sweet Child

Ok, not that I claim that I think like Axl Rose or anything, but I honestly think that this setlist is as close to possible to what we may be seeing and hearing in the future. Staying true to how the other sets have been in 2002, 2006, 2007 but also highlighting the album properly would most likely be Axl's number one agenda. Being as most of us are seeing that Chinese Democracy would be a killer opener for the show, it only makes sense to put Welcome To The Jungle as an encore opener. Whether Axl would agree or not, not one can say for sure. The band may also decide to rotate songs of course because let's face it they're not going to perform 30 songs a night, my guesses for rotation are the following.
-Think About You
-Used To Love Her
-I.R.S.
-Sorry
-Catcher In The Rye
-Nice Boys
-Down On The Farm
Below are other songs I actually considered, but don't really seem to be too realistic at this point, at least to me and also reading Dexter's homework as to where he wants the future of GNR to go.
Estranged
Coma
Civil War
Get In The Ring
Double Talkin' Jive (Never again since it was written to spite Izzy, they're cool with each other again)
-As much as I'd like to see these performed again, I think were S.O.L. for the most part as Axl clearly stated that he's really concentrating more on Chinese than going out his way to perform oddities. Don't Cry would be the only exception that he may pull out again being as this was performed instrumental throughout the last tour and once in it's entirety in Japan.
