Stop trying to get people's hopes up.
It's bad enough this promoter is trying to make it seem like the Brazilian shows are actually happening, when in fact it's just wishful thinking from him.
Wouldn't be surprised if RHCP has no clue about their Brazilian shows either.

I think he applogized for the misunderstanding first ("Sorry"), and then connected it to the song on which Baz sings. Nothing to do with Baz touring with GN'R.
Then he said that those are long term plans, so you can probably not shoot them down since it can always happen some day - nice way to avoid blame for starting rumors with no substance at this time.
He also meant Chile, not Brazil, but I guess you can put both under the same roof for a potential SA tour.
