I think it was a former poster named Edward_Rose or something who got permission from merck to film it to introduce ron to the fans or something like it, but something came up, don't know if merck or bumblefoot didn't like it so edward_rose wasn't allowed to spread it, but as you can see it leaked anyway

If only the guy filming it has the footage, it doesn't require a lot of brain activity to figure out who leaked it.

The footage was never meant to be broadcast "for the masses".

Indeed it's a better audio (soundboard source, not proshot - that's for footage ). But seems like it's from the same guy who recorded the other songs.
