It wasn't a joke. People always used to ask Tommy and Dizzy back in the old days what was going on with the album. I accept he probably isn't allowed to say anything, but I don't see whats the problem with asking. After all Sebastian Bach, who is not a member of GN'R seemed to be able to give some info about the album in his press release. At the very least it shows people are still enthusiastic about the band.
