not to long ago VH1 Classic did a top 20 metal bands of the (70s) 80s early 90s and some people didn't agree with the list so i thought screw VH1 and lets do our own list

I'd have to throw Metallica and Pantera in there for sure.  Probably Slayer too, I haven't heard much of them but they are big in the metal community.  From your list I'd probably replace Accept, Jackyl, and Warrant.

yeah man i love balls to the wall that riff is just so cool my neck hurts every time i listen to that song from head banging

and it dosen't matter. There are alot of bands that are disputed by being on that border line of Metal { || } and rock hell just list them all

Good point with Accept.  For some reason I got them mixed up with Autograph ("Turn Up The Radio").  Balls to the Wall is a killer song.  Of course it's the only song I've heard by those guys, but they may deserve a spot in the top 20 for that alone.
