Yeah, the cover isn't too great. I can see why he's using it though, as respect for his dad.
That being said, while I don't think it's a great choice for a cover, I do dig the painting.

its the last painting his dad did before he died...

The cover art for Angel Down is an original painting by Bach's late father, the celebrated Canadian artist David Bierk who died in 2002. The painting, entitled "David's Watching," was the last piece of art Bierk created before his passing. Bierk also created the cover artwork for Skid Row's 1991 album Slave To The Grind.

Bach and Kurupt kicked out a flow in front of the Rainbow Room yesterday, where the sleeveless metal-head gave an impromptu performance of the LL Cool J classic, "Mama Said Knock You Out" -- the same hit he rocked out the night before on MTV's "Celebrity Rap Superstar" -- while the rapper and manager David Weintraub gazed on in amazement.

Sebastian Bach, with Kurupt

Kurupt is playing Pimp My Celebrity, trying to strip Sebastian of his rock attire.  They perform "Doggy Dogg World."  You want proof this show is live?  The censors are a bit late, and Sebastian totally drops the F-bomb, entirely unbleeped.  Anyone want to place bets on how long before the FCC lays the smackdown on MTV?  The performance, as all of Bach's, is fantastic.  The man is just a brilliant singer.  He's done rock with Skid Row, rap on Celebrity Rap Superstar, he starred on Broadway in Jekyll & Hyde and he acted on Gilmore Girls.  The judges say stuff, but I'm still kind of in awe that the F-bomb was used on MTV at 10pm.

when i first heard that baz was doing this celeberty rap thing.. i was like oh god.. this is going to be embaresing.. i thought he would get lumped together with other washed up c list clebs.. BUT  i actually really liked both of his performances.. if anything this only helped show the range he has as an artist.. .obviously i don't want him to ever release a kid rock type album.. but i would def look forward to hearing him make a guest appearance on a rap album.. or include some sort of rap/rock song on one of his future albums..  can't wait for angle down
