I don't think so... in 2002, Hanoi Rocks had to change stages at a Japanese festival because Axl refused to play on the same stage as them.
An interview with Michael Monroe later had him saying something to the effect of, "He was just afraid of competing with a real band".

Why do people let their egos get inthe way of life? Axl based his whole look and persona on Michael Monroe.

I have no idea about their current relationship but I thought Axl was very influenced by M.Monroe and admired him. They even sang together.

Michael dueted Aint it fun..

but to the real question I dont think that they really friends but neither do they propably have anything against each other. Michael is good friends with Slash on the other hand..

IIRC Michael said this year that the new GN'R is a good band but they just havent got the attitude what made the old lineup that big or it was something along those lines.

I don't think they're friends anymore. Shame, really  Undecided

But as Seal already said, Mike Monroe and Slash are still friends. I remember Mike saying that they talk to each other regularly on the phone.

In my opinion Axl didn't base his look etc... as much on Mike Monroe as Izzy did on Andy McCoy. Didn't Axl once say Izzy practically tried to coppy Andy McCoy's style? And if you take a look at the earlier Izzy pics that's definitely the case.

Axl also once said that if Hanoi Rocks had gotten the success they deserved, there would be no Guns n' Roses... or something along these lines.
