I think it is "regret" as well but it didn't really make sense to me at first and I understand why some don't think this is the right word. The first thing I think of when I hear "to choose your steps and/that won't regret this kind of aggravation" is that the aggravation will still occur, but the person suffering it will not mind it, will not regret it. Of course, this doesn't make any sense. Axl most likely means that you (the person he is addressing) won't suffer the aggravation at all, but using the word regret is just a little confusing at first. It's definately what he sings though.
