Her name is MAFALDA
Is an argentinian carachter made by great caricaturis name Quino, also there's a good comic called CONDORITO, made by a chiliean guy called Pepo (RIP)

Condorito is a caracter that is supposed to be a Condorman, their jokes are very funny and also are about politics, life, economics, etc
