Scroll bar inside posts

I just sent somebody a PM and I remember this also happened a few times when I posted before...

Inside the post, on the right side, an up n' down scroll bar appeared?? ? (This one is in addition to the regular one of the screen.? Like I said, this one is inside my post.)
There's nothing to scroll up or down to? ? and, even if there was, there's no white part to be able to move the blue bar part to??

In the PM was mostly just regular typing plus something like this ...

You're right about it has something to do with the glow/size/b thing but...

I use this color writing every day in the bday thread
and the scroll bar does NOT appear???

But what's even stranger is that if I type or post a pic under that (as opposed to writing above it), that extra scroll bar does NOT appear.?

Okay, so if you post something underneath the glow/size/b thing then the scroll bar doesn't show up, is that correct?

If the thing you write is longer than the width of your screen then you get the scroll bar on the bottom

Yeah.? If you look at your SCROLL BAR
(reply #2) there's even a small scroll bar there.?
