You would need to back up your stuff on a disc and reinstall other things.

Depends.

If it's on the partition you are gonna install XP on chances are you'll lose it.

Are you sure it's not a firewall that's not letting the browser get online?

If you make reistall, you will surely loose everything because this procedure formats your disk.
You should uninstall your browser and then reinstall it with Win XP cd, or you can use another browser like Netscape Navigator.
You can also check your internet settings if the security meters are too high.
Have you tried to uninstall (or at least disable) the Antivirus software temporary to see if that's the reason?

disable or uninstall every firewall and virus checker currently on your system and then install sygate firewall and avg virus

you may have XP Service Pack 2 on your system...it has been known to cause numerous browsing problems especialyl with security...

try firefox browser first http://www.mozilla.org/ you wont regret it...it stops you using that piece of junk IE6

You don't have to lose ur data, even if u install to the same partition. When u're reinstalling, setup will ask u if u want to format the partition. Just say no. If it complains, delete the 'Windows' folder and reinstall, or install to another folder. However backup ur data just in case...
