After a first listen, to me it really doesn't sound like something GN'R would do. It sounds more like a movie or video game (like Metal Gear Solid or a RPG) soundtrack.

The direct link is still working for me. You meant OST Pinguirose Wink (original soundtrack, it's like bande originale de film in english). Yeah, it definitely sounds like something from an OST.
