axl sings it live but it sounds like izzy n izzy wrote it
in the booklet it says axl does background vocals but it doesn't say who sings lead vocals

No, it's really Izzy. He was fed up with the whole circus and wrote a song about the people at the record company who were blackmailing them and the second verse is about his 4 months trip to America and his returning to LA. The most interesting part is 'Double Talkin' Jive Get the Money Motherfucker'. Remember that Axl (later) told Izzy to sign a contract which decreased his money by a significant percentage, 'cause 'We've been friends, but now we're making business'. So this song is for Axl in some aspects.

If I remember correctly, at the show I went to in 1991, Axl said the Found a head and an arm in da garbage can line is from when a head and an arm was found in the garbage can outside the studio where they were recording.
