Sublime played their first gig on July 4th 1988 so its entirely possible, their first album was released in 1992, on a small independant label. Since Axl obviously looked out for upcoming bands, especially those that mixed in a little hip hop, he would prob have found this. And "Waiting for My Ruca" was the first track on that debut album, so its not impossible for Axl or Duff etc to have known about it. In fairness, it would have been like looking into a crystal ball, charting the successes of the bands to come after them
That particular first album (40Oz. to Freedom) went to No 140 in the US Charts with a re-release in 1995 and was Double Platinum, so not a forgotten release by any standard.
"Waiting for My Ruca" however did appear on a tribute album in 2005 sung by AWOL One/Abstract Rude/Josh Fischel and Transducer

Since I don't Have You is an absolute classic song that has been re-recorded by dozens of musical groups. And Axl re-recorded because he liked the song and that is all there is to it!
Hanoi Rocks is one of the bands that influenced GNR a lot and that was mentioned several times in interviews by band members.
And so is the Stooges.
I have never heard anything GNR-Sublime related - that is why I don't believe it and that is why it doesn't make any sense to me.

I dont think you should make comments like that on a Guns N' Roses fan thread, as to me, it implies that you believe Axl is a bad singer who ruins the songs he personally attempts to cover
