Does anyone know what the song is called that is on the main page of Richard Fortus' website?

Is it his own song or is it by another band?

The first song that plays when you go to Richards site is called "Pipeline" and I believe it is from the Surf Movie soundtrack, which Richard did the music for. There are controls on the bottom of the site, with which you can control the music you listen to while you surf his site.
