If you listen to the UYI tour boots from '91, it's clear Izzy's guitar is on, but that the volume on his amp is turned way down. Why do you think the other guys did that to him?

I don't know if that was the case in 1991, but it wouldn't surprise me if his or Slash's tech was plugged in and playing.
Tel Aviv was part of the Dust N' Bones shows in 1993, he didn't give a shit, drugs or not. I think there's photos of him skateboarding so he couldn't be too high.
