Does anyone know what time the album will be available for purchase on itunes?  Can you buy it at 12:00 am on the 23rd?

Should be 12:00 AM Pacific Time, so 3:00 AM Eastern.   No guarantees, but that's the way it typically goes.

It's supposed to be released in Ireland on friday so I'm sort of hoping it's gonna be available on itunes thursday night at 12am. I'll be sitting up waiting to see if that happens but if it doesn't I won't be too disappointed, its gonna be here this weekend anyway! Just hope I don't go deaf or something before then  hihi now that would be disappointing  rofl

It's usually midnight Eastern (9 pm Pacific).  I know b/c I live in California and often download at about 9:01.
