Might have just imagined this but did Merck not say something about GN'R playing in Dubai around the March release of CD in his statement?
If so I found a festival that would be where GN'R would be most likely to play:

IRON MAIDEN has been confirmed as the first headliner of the Desert Rock 2007 festival, set to take place March 9-10, 2007 at the Dubai Country Club in Dubai, United Arab Emirates. Also newly added to the bill is LAUREN HARRIS, daughter of IRON MAIDEN bassist Steve Harris. The festival billing is shaping up as follows:

March 9, 2007:

IRON MAIDEN
THE PRODIGY
STONE SOUR
MASTODON
IN FLAMES
CHILDREN OF BODOM
LAUREN HARRIS
JUNKYARD GROOVE (Winners of the Battle to Desert Rock)

March 10, 2007:

INCUBUS
PRIME CIRCLE

More bands for the second day will be announced soon.

Maybe GN'R would be in line to play on March 10th?

i think it was axl or merck who said there were plans for dubai but they fell through. not sure in which letter it was

Ah ok, sorry. But as no headliner for day two has been confirmed and the album should have dropped by then I think it's a possibility.

Actually, he may be remembering a line in "the piece of material that we are not allowed to discuss on this forum", in which there is mention of begining a tour in Dubai just prior to the album's release.

Yep...Merck said it. I thought it was strange begining  in dubai but now with that rock festival it makes sense!

That was in reference to the possibility of a gig on new years eve. Merck mentioned about Guns going to Dubai in March in his more recent letter.
