It's like Dick Cheney and Hassert telling people that Al Queda wants Kerry elected....In this way, it immunizes Bush; in the event that a pre-election attack on the US occurs, the administration can say "See? This is proof Al Queda wants Kerry voted in by attempting to recreate the circumstances of the attacks in Spain and surround the election in a sea of chaos."
