That and the proximity to Ohio. I went to Montreal back when I was sub-21 and had a good time despite the frigid temps. You've gotta make some sacrifices in life. Drink legally and be cold? Drink illegally and be warm? Don't drink? You decide. I personally would go with the first option, but that's just me.
