Thats not true and you know it. Reagan bankrupted the Soviets by spending so much money they couldnt even keep up. Hell, they were borrowing money from us towards the end. The SDI bluff also played a huge role in the Soviet collapse. Its hella late, and I'm not in the mood for a huge Cold War discussion.
