Since Moby worked on CD in 1999 - 2000 , maybe the eletronic stuf is he influence ?!

Its true that AXl fired him , because he told AXL  to realese the album ?!

Moby met up with Axl a few times back in '97 to discuss the producing gig. He never wrote a contract and I understand he left in good terms.

The Killing Joke bassist Youth on the other hand was the one who got Axl to sing after several years in 1998. He then suggested going into the studio to lay down vocal tracks, which reportedly made Axl a bit uncomfortable.

If the electronica has to attributed to anyone, try Pittman - or Sean Beavan, for that.

I think the electronic stuff in the new tracks are probably influenced by a lot of different sources.  However, I wouldn't be surprised if Moby's music may have provided some of the inspiration.  The beginning of TWAT somehow reminds me of Moby.

Good call.  I doubt that Moby has much influence on Axl or Guns N' Roses.  Conceptually, they worked together and don't anymore - but I wouldn't go as far as to draw conclusions based on that.
